So as you have all read on the rank and battle guides, the power of abilities are all judged by two attributes: Relevant stat points and tier level.
Since stats have already been explained, let's take a second to explain what tier levels are and how they can effect your character and your character's abilities.
Tier levels assigned to your character are innately bound to your stats and your actual IC rank. There will likely never be a such thing as a Tier One Alpha or a Tier One vessel; but there can be such a thing as a tier two apprentice, or a tier four mage/warrior/hunter. In this sense, a Tier is more of a vague description of the power of a move than stat points as stats deal in absolute limits. This means tiers pertain only to the description of your ability's power. Currently there are five tiers, but this may change as different events occur and more(powerful) characters are introduced.
Even though there are five tiers, the current tier cap on non-vessel characters is tier four. Within tier four there are characters such as the pack Alphas and Betas, or characters that can match the skill level of the Alphas and Betas, whether in magical prowess or sheer physical strength. Characters may use abilities from all tiers beneath them all the way up to one tier above them. While your character may attempt to use an ability that is more than one tier above their current capacities, the move will drain them more. Attempt a move any higher than one tier above your current tier and it will fail and will have a backlash dependent on said ability and power. This backlash must be listed in the description of the ability if it is applicable.
All Abilities cost a certain amount of MP, regardless of what specialty the move requires. Higher tiered abilities cost more MP than lower tiers.
So you just got your tier three character approved, but my gosh! You don't have any abilities to back up that rank in-character. Whatever will you do?
It is for this reason that we allow all members to apply for a certain amount of free moves of a certain tier dependant on the rank of your character at approval. While we all love the thought of working for something and truly earning it, sometimes we need help, and that's fine! Multi-tier abilities are not applicable to freebie moves.

Using Abilities

Purchasing Abilities
Buying an ability for the tier costs a certain base amount per tier. Depending on the ability and what it entails, the staff may choose to price the ability higher than the base amounts listed here.

Some abilities may be a move that allows use at multiple tiers. This is fine as long as it follows a cascade system where each lower tier is used at a less powerful state than the next tier up. When buying abilities like this, you will have to purchase each tier separately. This means that if you app a Tier One - Four move, you must pay the price of each tier, bringing you up to a total of 1500xp needed in total. You may buy the tiers for a move at different times if you currently don't have enough experience.
When applying for an ability, create a thread in the "Abilities" main-forum titled "(NAME) [Ability App]". Your moves are to stay in that thread, in the first post, until they are approved by a staff member. You may not use unapproved abilities during IC topics, you may however, use them in any OOC topic you wish. Any abilities approved may not be used in thread where your join-in date is prior to the approval date of the move, as this would break continuity rules.
When an ability is approved by staff, please create a thread in the "Abilities List" sub-forum and title it "(NAME) [Abilities List]". Cut and paste all approved moves into that thread. It doesn't matter if you choose to have separate posts for each tier level, or one post that you keep in order. At the bottom of your first post, you should include the total amount of xp you've spent and how many moves of each tier you currently have.
Freebies? What? Where?!
